Two employees of a Virginia child care facility have been arrested for "cruel" treatment of toddlers, aged between 1 and 2 years old. This state of affairs was discussed here last week : http://www.maryland-law.com/news/daycare-childcare-injuries-abound-but-tricky-to-prove.cfm
The criminal charges reportedly include assault and battery and cruelty or injury to a child. The question of course is how do you prove these allegations absent the testimony of the toddlers, who are unlikely to be able to say anything substantive.
If the answer to that question is "through other adults", then one wonders why the "other adults" allowed this to go on with out reporting it sooner?
